Scott Welcher
VICE PRESIDENT OF OPERATIONS
Scott Welcher is a distinguished leader in construction and project management, known for his exceptional leadership and unwavering dedication. Scott holds a Bachelor’s degree in Building Construction Management from Purdue University and a Masters degree in Public Administration from Grand Canyon University.
Scott has a remarkable ability to manage complex projects with precision. At Wilson Construction, he oversaw Southern California Edison’s transmission and distribution design-build projects, managing extensive preconstruction activities and supervising subcontractors, consultants, and high-voltage powerline construction teams.
Beyond project execution, Scott fosters collaborative environments and nurtures talent. At the Indiana Department of Transportation, he mentored and managed a team of skilled project managers, ensuring the seamless delivery of their five-year program assignments. His expertise spans design, environmental, right-of-way, utility coordination, geotechnical, and construction inspection services.
His multifaceted leadership is further demonstrated in his role at Murrieta Development Company where he transitioned from managing underground electrical, communication, and gas pipeline projects to overseeing multi-trade civil contracts. Scott directed financial and budgetary activities, mentored staff, and ensured operational efficiency through performance monitoring and cost reduction initiatives.

Darrick Jordan
VICE PRESIDENT OF BUSINESS DEVELOPMENT
Darrick Jordan is a seasoned leader with 30 years of operational management expertise, including 26 years of military service, and retired as a Master Gunnery Sergeant. He holds a Master of Science in Homeland Security from Trident University and a Bachelor’s in Organizational Management from Ashford University.
Most recently, as a Region Transportation and Operational Manager at Amazon, Darrick oversaw a 450-member warehouse team with responsibilities inclusive of long-term labor planning, rate forecasting, and peak season strategies. His strengths include team development and operational efficiency. In the Marine Corps, Darrick held several high-responsibility roles.
As Senior Enlisted Advisor at Marine Corps Air Station Miramar, he managed a 1,940-member team and organized extensive staff training programs. At Marine Wing Support Squadron 272, he ensured quality assurance and safety for over 600 personnel, coordinating complex training missions and deployments.
Darrick is a problem solver with a strong focus on collaboration and team building. His extensive experience in human resources, regulatory compliance, and operational planning has made him a trusted advisor in both military and civilian sectors. His commitment to continuous improvement and fostering a supportive work environment highlights his leadership philosophy.

Troy Juve
VICE PRESIDENT OF CONSTRUCTION
Mr. Troy Juve has been involved with the full lifecycle of land development construction projects for over 25 years. He has worked as both the construction manager and developer/builder for residential master plans, commercial sites, military redevelopments, and mixed-use projects, among others. Troy's experience working for notable developers and builders as well as holding a General Engineering Contractor License equip him with practical and effective project solutions.
Troy’s career in the building industry began in the early '90s while working as a Construction Manager with a private developer primarily focused on large master-planned and mixed-use communities. Thereafter, Troy transitioned to public developers / builders where his role expanded to in-depth project oversight for projects throughout California. Troy was recruited by a Wall Street REIT to manage their portfolio of assets west of the Mississippi, which included master-planned residential, multifamily, and mixed-use projects in New Mexico, Arizona, Nevada, Oregon and California.
